This year, Waterville Valley has completed a full revaluation of all properties in compliance with RSA 75:8-a. Besides the constitutional and statutory requirements, there are many beneficial aspects to completing a revaluation. The nature of the value of real estate is that values change. Basic fairness in property taxation requires that everyone pays based on the value of their property, and the revaluation resets all property to market value.

Mass appraisals are conducted to complete a revaluation. A mass appraisal is the process of valuing all property by using standard methods and conducting various surveys. In this process, the appraiser(s) collect data characteristics or elements on every individual property; assign values to these elements in the form of value tables, correlate the value of these individual elements into a market value estimate for each property. Market value predictions in a mass appraisal are specific property value estimates. Success is not a specific or exact number for all properties, but rather a range of values around a measure of central tendency. In New Hampshire, acceptable ratios that determine success in a revaluation is a median assessment/sale price ratio between .90 and 1.10. The New Hampshire Department of Revenue Administration (DRA) oversees each step of a revaluation.

Notices of the preliminary value changes were mailed to all property owners on Tuesday, August 16, 2022. If you did not receive a letter, please check to make sure that our office has your correct mailing address. Informal hearings will be held August 25-27 at the Waterville Valley Town Offices or by phone. The Town of Waterville Valley contracted Whitney Consulting Group, LLC to conduct the full revaluation. They monitored qualified sales and the real estate market in general in Waterville Valley to determine how to calculate current assessments as close to 100% of full, fair market value as required by the State of New Hampshire Department of Revenue Administration. For the final 2021 tax year, Waterville Valley's median ratio was calculated to be 71.4%. This means that sale prices during that year were approximately 29% higher than pre-revaluation assessments. 

Based on these studies, Whitney Consulting Group, LLC has completed a town-wide revaluation to all properties’ values for the 2022 tax year. Town wide assessments have been adjusted to account for the increasing real estate market. Preliminary assessments are now reflective of full market value, but you can expect values to shift slightly for data entry, adjustments, or corrections.
